edu MAJOR FUNCTION: Performs formative and summative evaluation of contract deliverables provided by vendors.
Contract Management: Acts as a primary contributor for and completes final edits of content in grants and contracts for the Bureau of Postsecondary Assessment.
Is responsible for deliverables quality control: for instance, completes final edits for various Postsecondary Assessment materials, various reports, and other documents related to quality control of projects.
Communicates effectively and in a timely manner with vendors as it relates to contract matters.
Demonstrates a deep understanding of the Standards for Educational and Psychological Testing (American Psychological Association (APA), American Educational Research Association (AERA), and the National Council for Measurement in Education (NCME)).
Demonstrates capacity to make independent decisions based on contract parameters and conditions.
Consults and works collaboratively with management and vendor staff to meet project goals.
Consults and works collaboratively with management and vendor staff to develop project plans.
Leads and performs post-production quality control of bureau materials, including but not limited to final approval of operational test forms and review of experimental item data.
Demonstrates high levels of quality in document preparation and dissemination as evidenced by content accuracy, correct grammar, format, content and proper style.
Such materials include but are not limited to test forms, test information guides, advanced data tables, and data interpretive materials.
Performs program audits of contract deliverables related to Florida’s Postsecondary Assessment activities, which include but are not limited to, Florida Teacher Certification Examinations (FTCE), Florida Educational Leadership Examination (FELE) data for the Postsecondary team using user-friendly formats and applications.
Develops and implements process improvements, efficiency enhancements, or systems which enhance bureau and program efficacy.
Internal Project Development: Responsible and leads quality control for project deliverables and bureau outcomes: for instance, completes final edits for various Postsecondary Assessment materials, various reports, and other documents related to quality control of projects.
Demonstrates a deep understanding of the Standards for Educational and Psychological Testing (American Psychological Association (APA), American Educational Research Association (AERA), and the National Council for Measurement in Education (NCME)).
Demonstrates capacity to make independent decisions based on contract and project parameters.

Communication: Initiates, develops, and coordinates stakeholder communications and other materials for public dissemination, including program updates and rule development packages.
Initiates, develops, and tracks internal communications and other materials, including program updates and rule development packages.
Conducts post-production quality assessment of bureau materials and completes final edits for various Postsecondary Assessment materials, various reports, and other documents related to Postsecondary Assessment.
Demonstrates high levels of quality in document preparation and dissemination as evidenced by content accuracy, correct grammar, format, content and proper style.

Maintains a lead role in responding to public records requests or other communications from stakeholders (internal and external to the FLDOE).
Develops and presents bureau information in various forums to include but not be limited to various internal and external stakeholders, statewide conferences, and State Board of Education workshops.
Maintains and displays a positive comportment and disposition while maintaining a growth mindset.
Actively seeks additional responsibilities and learns new processes while taking on new and dynamic projects.
Shares and disseminates information and knowledge in a positive manner to leadership and colleagues alike for the overall benefit of the bureau and the program.
Training: Writes office procedures related to the duties for the appropriate Postsecondary Assessment Coordinator positions for the Postsecondary Procedure Manual.
For example, develop written procedures for and conducts checks of test development, test administration and scoring documents.
Initiates, plans and leads professional development sessions for the Postsecondary Assessment team.
Develops, leads and coordinates training for existing and new systems.
Develops, prepares, and reviews training plans materials and protocols, and leads on-boarding activities including planning, implementation and transition into new positions.
Assists the supervisor and other FLDOE management on setting performance expectations and assists in providing input on the evaluation processes consistent with TCC procedures.
MINIMUM TRAINING AND EXPERIENCE: A Bachelor’s degree in Education, Public Administration, Business Administration, or a Social Science, Math, Science, Technology, Reading, Language Arts or Humanities related field and three (3) years of experience in a large-scale testing program -or- A Master’s Degree in one of these fields and two (2) years of experience in a large-scale testing program may substitute for the required experience.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of educational programs and ability to understand and apply applicable rules, regulations, policies, and procedures.
Ability to analyze and interpret data.
